Is there a way to create teams and teams categories on the web IPSC match creation process?

There is no “standard” field for teams on the web registration site. So, the custom team field won’t be automatically imported into the app when you use pin# import.
However you can export registration data to CSV from the match management screens and then import CSV to your match created in the app.
The Android app is automatically sorting the team categories based on categories of individual shooters and name of the team. So, you just have to name your teams like “Open Senior”, etc. to declare category teams. The IPSC WS and L4 matches are using such team naming conventions.
