the one with the (uk required) gun usage was cloned but the other was generated manually.

You are doing something wrong here. It is very simple
I took the csv I exported and added my info in place of yours.
Saved it then imported it. It works perfectly.
You are doing something different when you insert shooters.
I have just tried it with a manual generated match and yes it works. I also tried it with a cloned match and it failed so I guess it doesn’t work with cloned matches.
